Recently, discussions surrounding China’s power bank safety regulations and 3C (CCC) certification have attracted significant public attention. Reports claiming that “existing 3C-certified power banks will soon become invalid” have caused concern among consumers and business operators alike. In response, Chinese authorities have issued official clarifications to address these misunderstandings.
What Is 3C (CCC) Certification?
3C certification, officially known as China Compulsory Certification (CCC), is a mandatory product safety certification system implemented by the Chinese government. It is designed to protect consumer safety, national security, and environmental safety, and serves as a legal market access requirement for regulated products.
For power banks, a “3C-certified power bank” refers specifically to a product that:
Has passed CCC certification, andDisplays the official CCC mark clearly on the product casing.
Evolution of Power Bank 3C Certification Standards
Power bank CCC certification is primarily based on two national standards:
GB 4943.1-2022, implemented on August 1, 2023
GB 31241-2022, implemented on January 1, 2024
Based on these standards, the earliest batch of compliant CCC-certified power banks entered the market in the second half of 2023. This first stage of certification, while compliant at the time, was relatively less stringent.
As battery-related safety incidents (including overheating, combustion, and explosions) increased in subsequent years, Chinese regulators significantly strengthened enforcement:
August 2024: The Ministry of Industry and Information Technology (MIIT) required that all legally marketed power banks obtain CCC certification.
June 2025: A major industry recall involving over one million units occurred due to combustion risks, impacting multiple well-known brands and supply chains.
Civil Aviation Authority of China (CAAC) introduced new regulations requiring passengers to carry only power banks that are CCC-certified and clearly labeled.
These developments marked the second phase of stricter CCC enforcement.
Why a New Version of the Standard Is Being Developed
Despite stricter enforcement, the second version of CCC standards still lags behind the rapid evolution of battery technologies and supply chains. To address this gap, MIIT has initiated the development of a new generation of power bank safety standards.
The draft for public consultation has already completed its comment period.
MIIT will review industry feedback before releasing the final version.
Similar to past regulatory transitions (e.g., electric vehicle national standards), manufacturers will likely be given a grace period to adjust supply chains and products.
Once the new standard is officially implemented, all new products will need to comply with the third-generation CCC requirements, while previously certified products will remain valid until their certification expires.
Importantly, authorities have explicitly clarified:
Power banks that have already obtained CCC certification are not affected by the upcoming standards and can continue to be used normally, including on airplanes.
Strengthened Regulatory Oversight
China’s regulatory supervision of power banks has become increasingly rigorous over the past decade:
2015: CCC certification required product testing, initial factory inspection, and post-certification supervision.
2023: Online-sold power banks showed rising failure rates in inspections, increasing from under 20% to 44%.
August 2024: Mandatory CCC certification for all power banks and battery cells entering the market.
2024 inspection results: Sample size increased from 18 batches (2023) to 50 batches, while failure rates dropped sharply to 4.0%, a 91% reduction year-on-year.
May 2025: Certification sampling rules were upgraded from “manufacturer-submitted samples” to on-site random sampling and sealing by designated laboratories, preventing inconsistencies between certified samples and mass production.
